Twelve teams have already qualified for France 2023 by placing in the top three of their respective pools during RWC 2019, thus the eight remaining spots will be filled through a series of regional and cross-regional qualifiers. In order to select the final qualifier, a four-team round-robin Final Qualification Tournament will be held in November 2022.

The announcement comes after consultation with unions and regions in January 2020 and a thorough analysis of performance at Rugby World Cup 2019, where rankings upsets and the outstanding efforts of Japan, Fiji, Uruguay, Tonga, and Georgia in particular helped close the performance gap, with the average winning margin between established and emerging unions falling below benchmarks from 2015 as a result.

“With the global pandemic having halted most rugby activity, confirmation of the global qualification process for Rugby World Cup 2023 provides a beacon of excitement for all, including players and fans," said World Rugby chairman Sir Bill Beaumont.

“The process has been developed via full consultation with our regional associations and member unions will provide a genuine opportunity for full member unions to qualify for our showcase men’s 15s event. Maximizing existing regional competitions, the process is good for regions and unions in managing costs for organizers and participants alike, which is important as we all recover from the global pandemic.

“On behalf of World Rugby, I’d like to wish all teams involved the best of luck on their journey to France 2023.”

The Americas will provide two direct spots, while Oceania will provide one straight qualifier and one additional direct spot after a play-off with Asia. The remaining qualifiers will come from the Rugby Europe Championship (two direct spots), Rugby Africa Cup (one straight place), and Final Qualification Tournament (one direct place).

Americas:

By September 2022, two teams will be qualified from the Americas. Americas 1 and Americas 2's third-best squad will compete in the Final Qualification Tournament.

Europe:

The two top teams in March 2022 will qualify straight for the current Rugby Europe Championship, with the third-placed team competing in the Final Qualification Tournament. These teams are Europe 1 and Europe 2.

Africa:

Rugby Africa Cup 2022's victor advances straight, while the losing team advances to Final Qualification - Africa 1.

Oceania:

In 2021, Tonga and Samoa will play off at home and away to determine which nation advances to the direct qualification round for the Oceania region. Pacific 1

The losing team will then play the highest-ranked team in the Oceania Rugby Cup 2021, with the eventual winner competing in Asia / Pacific (see below) as Oceania 2.

Asia / Pacific:

Oceania 2 will play the Asian Rugby Men's Championship 2021 champion both at home and abroad. The qualifier will be determined by the aggregate winner, and the loser will advance to final qualification. Asian and Pacific 1

Finally Qualified Four teams will compete in a tournament in November 2022. The victor advances to the Rugby World Cup 2023 as the last qualification winner.

South Africa, England, New Zealand, Wales, Japan, France (host), Australia, Ireland, Scotland, Italy, Argentina, and Fiji are among the nations who have already qualified.

The remaining two pool matches for England will be played in Lille at the Stade Pierre Mauroy, which can accommodate 50,186 spectators. On Saturday, September 23, England will play Americas 2; on Saturday, October 7, it will play Oceania 1.

England won their group in the 2019 Rugby World Cup in Japan and then defeated Australia and New Zealand in the knockout rounds to advance to the championship match and play for the William Webb Ellis Cup. To win their third World Cup, the Springboks triumphed 32-12 in Yokohama.

Along with reaching the finals in 1991 and 2007, England also won the World Cup in 2003 thanks to a memorable drop goal by Jonny Wilkinson against Australia in extra time.

Rugby world cup 2023 draw: Ireland, Scotland face South Africa, England get japan and Argentina

Ireland and Scotland were drawn into the same pool as the reigning champions South Africa for the 2023 Rugby World Cup. The 2019 World Cup runners-up England has been placed with Japan and Argentina, the hosts France with New Zealand, and Wales with Australia and Fiji.

The 2023 Rugby World Cup has placed Ireland and Scotland in the same pool as the reigning champions South Africa.

While three-time champions New Zealand will play the hosts France in the pool round, England will have to contend with the potentially difficult dual challenge of Argentina and Japan.

Wales will face Australia for the fourth time in five competitions, and the always perilous Fiji will also be in that pool.

Should the groups shape too roughly, France would play the Springboks in a challenging quarterfinal, while England would play either Australia or Wales. Ireland, who has never advanced past the quarterfinals, would appear to have a difficult time ending that streak if they were to play New Zealand.

Scotland and Argentina would have been in the second tier of seeds based on current standings, but due to the Covid-devastated calendar, the seedings were based on positions at the end of last year, therefore they were put in the third level and have a difficult task to advance.

South Africa, the defending world champion, had not participated in a match since the 2019 championship match. For the first time ever, a team won the competition after dropping a pool match thanks to their triumph in Japan.

"Although it is still almost three years away, it’s good to have an end-goal to work towards," South Africa coach Jacques Nienaber said.

“To be in the same pool as Ireland and Scotland will be a massive challenge, but to win the tournament you have to be able to beat all the teams and we will be properly tested in the pool phases.”

The only team that has never dropped a pool game is New Zealand. In 2011, they defeated France both in that level and in the championship game. They have played against Italy for an incredible seventh time in ten tournaments, which helps explain why Italy is known as the only team to have participated in every World Cup but never advanced past the group stage.

From September 8 to October 21, the tournament will take place in nine different cities, with the final taking place in Paris. The final selection of the last eight qualifiers won't be made until November 2022.

French president Emmanuel Macron was present at the draw.

"We cannot wait to get ready for this event," he said. "In 2023, it will be 12 years since we last reached the final. But this time it will be at home so you (the team) figure out a way of winning the Cup. France, who also hosted in 2007, also reached the finals of 1987 and 1999 – continuing the 12-year cycle.

"The Covid-19 crisis is terrible. In 2023, we want to offer what France can offer: the French way of life - friendliness, gastronomy, parties and culture."
