The Ministry of Science and Technology in Pakistan

Founded in 1976, the ministry of science and technology is a government department responsible for planning and implementation of major S&T projects. It also recruits foreign experts and funds research by immigrant scientists. It is also tasked to develop Pakistan's technological competence in the 21st century.

Fund research by immigrant scientists

During the last two decades, thousands of immigrant scientists have been employed in Israeli academic institutes. These researchers have contributed to the nation's leadership in engineering and science. In fact, they made a significant contribution to the Space Race in the 1960s, as well as to the development of the COVID-19 vaccine.

In addition to doctors and nurses, other highly-skilled occupations have opened up visa slots. In 2016, the immigrant workforce contributed trillion to the U.S.'s GDP.

In order to maintain comparative advantage, the country's immigration policy must support the science and innovation careers of both U.S. and international researchers. Specifically, the country's immigration system must allow the transfer of immigrant scientists to universities or other employers. Moreover, the system must loosen the Tier-1 (exceptional talent) visa requirements. The new immigration policy also provides for a shorter wait period for highly-skilled immigrants.

In order to ensure long-term employment of immigrant researchers, the Israeli government initiated the Giladi Program in 1998. Under this program, participants are employed in research groups at public universities and research institutes. They are expected to be employed for at least three years. Once they have completed the academic procedure, they may be transferred to a different research group.

The High-End Foreign Experts Recruitment Plan was announced by the Ministry of Science and Technology in 2019. Its goal is to introduce 500 to 1,000 high-level foreign experts into China over ten years. These experts will be eligible for preferential policies in China, including a one-off subsidy of 157,400 USD for each recruited expert.

The Department of Foreign Experts Affairs is responsible for implementing the recruitment program. It will continue to recruit foreign experts for the ministry of science and technology. It is responsible for the implementation of the Recruitment Program of Senior Foreign Experts. The department has two sub-programs: the recruitment of foreign teachers and the recruitment of foreign teachers for long-term exchange. The second sub-program will replace the Renowned Overseas Professors Project.
Build Pakistan's technological competence in the 21st century

Earlier this year, the Federal Minister for Science and Technology launched an ambitious program to help reimagine Pakistan's future. It will focus on seven key emerging technologies and create a national roadmap to address indigenous challenges. In collaboration with other international partners, the program will also explore ways to measure and accredit 21st century skills. The Ministry is divided into five technical wings: Food & Agriculture, Technology, Human-Resource Development, Administration & Finance and International Liaison.

The World Bank will support countries in their efforts to define and measure 21st century skills in students and teachers. It will also explore ways to use blockchain to support education. In addition, the bank will collaborate with external partners to help countries share knowledge and learn from each other's experiences in developing these competencies.
