The game is played on a rectangular field with the goals being two points. Each team has two offense and defense players, with the rest being available for substitutes. A referee calls the  play by raising his/her arm from either a short wave form or a whistle blow from the side of the field to signal the start of the game. The referee may also use a handkerchief or a signal whistle to signal the start of the game. Usually, the referee will raise his/her arm directly above the head, like a football, pointing down the length of the field. With the goal being at the center of the playing field, both offense and defense must line up opposite the goal. The defense lines consist of five players deep, while the offense lines consist of five players high.

Each individual player on either offense or defense is permitted to move freely within the defensive or offensive formation, but not both. The only rule that a team must follow during a match is to start at the same formation, with the same players at the same positions on the field. If the game is less than ten minutes old, a penalty will be given to the team for playing without following the guidelines. Most games within an association football competition will last two hours. Matches can last one half of an hour to one full hour.

Every team member must stand and properly keep their feet under the running surface in order to legally run. Failure to do so results in fines, points being deduction from the teams, and even a possible forfeit of the game. When a football competition is suspended due to weather conditions or any other reason, the head coach may request the competition committee to restart the game. The players must remain on the field through the entire stoppage. No other personnel are allowed on the field except for the rules of the association football league.

English football is different in that regulation of play requires a minimum of five players per team. In most cases, this requirement does not include the goalkeeper who is not permitted to kick the ball but is allowed to take a free kick. However, every member of the officiating crew is required to be wearing a uniform with the England logo on it.
