As one can surmise from the name itself, the format of the Eup football tournament is based on a Points System, which ties in with the football ranking systems used by the football clubs within the Eup. The actual ranking is decided by a committee, who are made up of representatives from the different clubs within the Eup, as well as the footballing authorities of each country that are taking part in the competition. A team's performance in an Eup football tournament is determined by a number of factors, such as the points it has earned throughout the season, the overall performance of each of its players and the form of any opposition teams. Thus, having the highest aggregate score after seven days makes the team with the highest aggregate score to qualify for the semi finals. If a team is unfortunate enough to lose a match in this stage, however, it is eliminated from the competition, but does not necessarily lose its place in the Eup football ladder.

The third and final stage of the tournament is known as the knockouts. This is usually an elimination series where each team has to win against teams from lower leagues before it can qualify for the knockout round. Sometimes however, through a variety of qualifying tournaments and competitions, a team may manage to reach the last 16 before it loses. In the knockouts stage, only the team with the most wins is guaranteed to progress to the final, whereas the lower leagues have a lower chance of qualifying. After this, a team is eliminated, and it becomes free to join the next league in the same competition.

Although there are seven different levels and divisions in the Cup football tournament, only the champions are allowed to represent the club in the coming season. The champions, or the league leaders, are given a contract for the following season by the Eup Football Championship, whilst the remaining lower leagues are represented by teams who do not yet qualify for the knockout stages. These lower leagues have a chance of joining the PLC in the future, though currently they cannot compete in the EFL until the leagues have reached the top eight or ninth stages respectively.
