New projects in California must comply with certain standard regulations for construction, known as Title 24.
Attaining Title 24 compliance is a mandatory formal requirement before you can start constructing a new building or add to an existing structure. Needs to submit documentation called Title 24 Energy Compliance Report with the projects plans to get building permit.

New update to the Title 24, Part 6 standards officially took effect on January 1, 2020. However, building designers, builders, solar companies, and other stakeholders were preparing for these changes long before it became mandatory. In California, it is a routine part of doing business.
The most recent changes to Title 24 increase energy efficiency, save consumers money, and improve air quality both indoors and outdoors. The update requires homebuilders to install solar photovoltaic systems on all new homes. This makes California the first state in the U.S. to have a solar mandate. The changes also have new efficiency standards for insulation in attics, walls, and windows to save additional energy. Although not required, the standards encourage battery storage and heat pump water heaters. Both of these decrease energy usage during peak hours.
