A physician at another college asked to the application, on the premise that once a thing is filed into a federal agency it is fair game to get a public records request. This reminds me of the somewhat unethical practice among journalists of performing a FOIA for all the other FOIAs which were filed to a given service. It's a way to keep track of everything your coverage opponents are up to, but it always struck me as a little like cheating. In cases like this, as the original article explains, there's a valid legal case the unpublished data in such an NIH program ought to be shielded from public opinion. And as the poster asserts a FOIA is certainly a non-collegial direction of getting info. However, is this unethical? Certainly it's in case the aim was to get an unfair advance peek at another scientist's methods, goals, etc. But public documents are public. I never filed an e-mail, FOIA or other communication to a public service I would not have been comfortable seeing published. Grant requests are different, but it is probably safe to assume that unless there's a clear exemption, anything you provide a government office could become people. microsoft windowsxp mediacenter 2005 bootable from. osx86 microsoft office descarga gratuita de adobe acrobat reader.
