The Department of Health  and Human services has developed a series of privacy and security regulations, which is collectively known as the Health Insurance Portability and Accountability Act of 1996 ("HIPAA"). This act is specifically implemented to protect the privacy and the security rights of an individual with regard to their private or confidential medical records.
