The HS codes can be determined through a different range of factors which may include the composition of the product, its function, and form. Some general rules for interpreting the HS classification are followed where the first rule requires the products that are to be classified based upon tariff headings and utilize the first four rules in a hierarchical order. The second general rule is divided into two parts: part a specifies the unfinished unassembled articles that belong to the category containing the critical component, and part b specify the product that needs to be classified and belongs to a collection of mixtures or is a composite product. Similarly, these general rules are divided into six parts altogether that help to understand the importance of the HS classification and codes.

Among all the global economies, the code of six digits is found to be common. Yet a difference can also be found where eight to ten digits are in use. These commodities are divided into 21 sections which then sub-divided into 99 chapters and again more subdivision is done into 1,244 headings and 5224 sub-headings.
