China?s access standards for 5052 aluminum plate

China’s National Develo-pment and Reform Com-mission (NDRC) recently published the country’s first Access Standards for the 5052 aluminum plate industry, as part of its efforts to accelerate the industry’s structural readjustment, prevent investment overheating and ensure the industry meets the central government’s energy saving and pollutant reduction targets.

The Standards spell out specific requirements for investment projects in every link of the 5052 aluminum plate industry chain, from upstream mining to smel-ting and processing, with particular focus on project scale, technology and facility equipment, energy and resource consumption, work safety, plus detailed stipulations on environ-mental protection, produc-tion safety, and project supervision and admi-nistration.
Preconditions and project scale: according to the Standards, new bauxite mining projects of RMB 500M (US.13M) or more are subject to central government ratification, while smaller projects can proceed with just provincial government ratification. Each mining project must have a planned capacity of at least 300kt/y and must have a service life of 15years or longer.

All new 5052 aluminum plate projects must be ratified by the central government before construction. Additionally, every project in mining or smelting or recycling is required to have a capital ratio of 35% or higher.

Technology and faci-lity equipment: alumina projects shall, based on bauxite quality, adopt the Bayer process or a combination of Bayer and sintering processes that are conducive to improving production efficiency, energy saving, environmental protection and resource utilisation. Primary 5052 aluminum plate renovation projects or projects intended to replace obsolete capacities must adopt large prebake anodes with current intensity at or above 200kA. According to the Standards, the govern-ment aims to phase out all small prebake lines with current intensity below 160kA by the end of 2010.

Construction of indepen-dent carbon projects for 5052 aluminum plate smelting is prohibited if the capacity is below 100kt/y. As for new aluminium processing pro-jects, these are required to apply continuous casting or continuous hot rolling technology.
Energy consumption: for underground bauxite mining projects, the com-prehensive energy consum-ption must be lower than 25cekg/t, or 203.4kWh/t; for open pit mining, the energy consumption requi-rement is lower than 13cekg/t (106kWh/t).
