Medical licensing in the UAE

Back in 2013, the UAE Ministry of Health ratified a new law to unify the licensing of medical facilities throughout the country. The purpose of the law was to standardise all aspects of medical services in both the private and public sectors.

As the UAE healthcare sector traditionally operated under the separate spheres of influence, from the Dubai Health Authority, the Health Authority Abu Dhabi, and The Ministry of Health, this law would also ensure there was a single format for hiring, and salaries for each job. Traditionally, salaries varied significantly across each Emirate.

While, in principle, the law is successful in allowing medical professionals to work freely across all of the Emirates, there is a stringent set of application processes and procedures that need to be fulfilled by each applicant looking to work in the UAE healthcare sector.

The Health Regulatory Authorities in the UAE now operate under a unified Healthcare Professionals Qualification Requirements (PQR), which provides a base for the authorities to assess the documents submitted by applicants within their geographical jurisdiction to ensure safe and competent delivery of services. Moreover, it places an emphasis on “educational standards, experience and licensure requirements for healthcare professionals to be licensed to practice safely in the UAE and in accordance with the UAE federal laws and benchmarked international best practices.

Applicants must fulfil the following requirements to in order to qualify for licensure:

  1. Educational qualification
  2. Professional experience
  3. Professional licence and Good Standing Status
  4. Primary source verification
  5. Assessment
  6. Assessment Exemption Policy
  7. Discontinuity of Practice
