New York State enacted a law on August 31st, 2019 banning New York Funders from issuing a Confession of Judgment to a Pennsylvania Resident and Pennsylvania Merchant.

For example a borrower from Pennsylvania takes out a Merchant Cash Advance from a New York Merchant Cash Advance funder, that funder cannot issue or ask the Pennsylvania borrowing merchant to sign a Confession of Judgment / COJ.
