Goodbye bonus malus: how car insurance could change

ANIA and IVASS are clamoring for a review of the bonus-malus, to reshape the logic of the car insurance blog.

Goodbye to the bonus-malus, the insurance companies, and the Supervisory Institute are asking the policy to review the system of penalties and bonuses that help determine the prices of car liability.

Goodbye bonus malus: the proposals of ANIA and IVASS

National Association of Insurance Companies (ANIA) and Insurance Supervisory Institute (IVASS), reignited the debate on the revision of the bonus-malus system.

The insurance companies believe that the current system of penalties and bonuses has been overcome, also in light of the introduction of the Bersani law first and of the family car liability which extends its range of action.

Farina, President of ANIA, states:

In the longer term, it will be necessary to be ready and proactive to face the changes in mobility, changes that will have very significant impacts for the auto insurance sector: the spread of electric and self-driving vehicles, the development of cars and related infrastructures, the spread of travel intermodal.

The president of IVASS, Signorini, adds that in recent years there has been an acceleration of:

obsolescence of the current operating rules of the bonus-malus system, making them no longer suitable for providing a reliable measurement of driving risk. A complete overhaul is now required.

Among the issues to be discussed, Signorini also mentions \"compensation for non-pecuniary damage resulting from major physical injuries, also applicable to health insurance\"A ministerial decree is expected shortly for the introduction of new criteria for determining compensation in the event of permanent disability of more than 9%.

How does the malus bonus work today?

The bonus-malus system helps determine the cost of car insurance.

The mechanism is based on the so-called merit classes, which are 18:

  • the cheapest is class 1;
  • the most expensive is class 18.

Newly insured persons start from class number 14 unless they make use of the family RCA which allows them to \"inherit\" the most advantageous merit class present in the family.

The system provides for advances upwards, increasing the cost of insurance, and downwards, reducing the price to be paid. Reaching the less convenient classes of merit is faster than acquiring more advantageous classes, in detail:

  • if you are responsible for an accident you skip 2 classes down (for example going from 14 to 16);
  • to climb only 1 class upwards, a full year must have passed without incidents.
