Why Canada is inviting 1.5 M migrants to Apply for Canada PR Visa?

In the next 3 years, Canada will invite nearly 1.5 million immigrants to apply for Canada PR Visa. The immigration intake in Canada is 4 times higher than in the US and nearly 8 times higher than in the UK. This is according to the latest BBC report. Immigration inflow or intake is the number of PR Visa holders accepted annually - per population.

Canada has drastically enhanced its intake of immigrants for boosting the economy even as it faces a scarcity of skilled workers. It approved 405,000 PR Visas in the year 2021 the highest so far.

The Immigration Levels Plan for 2023-2025 was announced by Canada recently. Accordingly, the nation plans to approve 465,000 fresh PR Visa holders in 2013. The target for 2024 and 2025 is 485,000 and 500,000 fresh PR Visa holders respectively. It implies nearly 1.5 million fresh Canada PR Visa holders in the upcoming 3 years.

Why Canada is highly prioritizing immigration?

Two major factors are driving the increasing immigration targets of Canada. One is the severe scarcity of skilled workers and the second is the increasing number of unfilled job openings. Currently, the nation has 1 million job openings.

The scarcity of workers is chiefly influenced by the low rate of birth in Canada – 1.4 children per female, one of the least globally. Moreover, it also has one of the oldest populations globally. Roughly 9 million or 1/4th of the population of Canada will retire by 2030.

Canada has announced that it will relax the criteria for Express Entry selection draws to further ease the immigration process. It is a system that manages Canada PR Visa applications from skilled overseas workers.

From 2023 onwards, the focus of the Express Entry System will shift away from the CRS scores of the candidates. It will conduct selection draws in such a way that immigrants who can support the nation in addressing the gaps in the labor market will be prioritized for the invitation.

Nevertheless, Immigration, Refugees and Citizenship Canada has said that it will deliberate with an extensive range of stakeholders for adding fresh streams under Express Entry. This is for conclusively deciding on the particulars of the latest selection format.

Canada’s immigration policy differs from the UK and the US

The immigration policy of Canada is unique as it focuses on economic class immigration. Nearly 50% of PR Visas are allocated for skilled workers and Family Class immigration is the second priority.

The UK offers nearly 1/4th of the PR Visas to economic-class immigrants. Only 20% of the Green Cards or PR Visas are offered for economic-class immigrants in the US. Both these nations have indicated plans to increase the percentage of economic class immigrants, reveals the BBC report.

However, a major point of difference is that in both the UK and the US majority of economic immigrants require sponsorship from their employers.

Express Entry System

Canada has adopted the online Express Entry System for managing PR Visa applications from skilled overseas workers. It manages the intake of immigrants through 3 important federal economic immigration programs:

  • Federal Skilled Worker Program
  • Federal Skilled Trades Program
  • Canadian Experience Class

The application process under Express Entry involves 2 steps. In the first step, you are required to submit your profile and specified documents. These include your passport, report for Educational Credential Assessment, and results from the language test.

The second step is after the creation of the profile. You will be offered a ranking based on your score under the CRS calculator. Here you have to offer extra identity documents, reference letters, medical examination results, and police clearance certificates.

Eligibility for Canada Express Entry System

Canada Express Entry applicants must possess reasonable proficiency in English, skilled work experience, and University degrees. They must also fulfill specific requirements for at least 1 of the 3 economic immigration programs. Furthermore, they must have completed education at the Post-secondary level according to the standards in Canada with an assessment.

Families of Open Work Permit holders

Immigration, Refugees and Citizenship Canada Minister Sean Fraser has announced that IRCC will extend work permit eligibility to Temporary Foreign Workers’ family members. The family members of Canada Open Work Permit holders will be included in work permit eligibility from 2023. This is a policy that can benefit thousands of overseas professionals in Canada including from India.

The announcement has been made even as the nation grapples with a severe scarcity of skilled workers. The Open Work Permit authorizes overseas citizens in Canada to work for any employer and any occupation.
