Joe Hawkins and Will Rowlands
Joe Hawkins is not featured because, as a result of his summer transfer to Exeter Chiefs, it was determined that he was ineligible to represent his country. If a player does not perform for a Welsh region, they must now have 25 caps in order to be eligible to represent Wales. He is far short of that need.
The exception is Will Rowlands, whose new Racing 92 deal is not anticipated to begin until after the summer warm-up matches, during which he is scheduled to earn the two caps necessary to reach the 25-cap mark.
Beginning on May 25, players will be admitted to Wales practice on a rolling basis, with admittance into camp contingent upon the conclusion of each player's club campaign.
Wales’s Ten New Caps
There are ten new caps, including some utterly unanticipated individuals like the 31-year-old prop Henry Thomas from Montpellier, Cai Evans from the Ospreys, and Kemsley Mathias from the Scarlets. Thomas, a former seven-time member of the England national team, can now represent Wales because of updated eligibility guidelines and the fact that his father is Welsh.

Thomas Young, Leon Brown, Wyn Jones, and Bradley Roberts all miss out while Cory Hill, who was exiled in Japan, returns to the international stage. Wales will travel to Switzerland and Turkey in July for specialised training camps in addition to workouts at the National Centre of Excellence in Hensol. Each expedition will start with a smaller squad.
Before naming the official 33-player team to compete in the Rugby World Cup 2023 in France, Wales will take part in three Summer Series Test matches versus South Africa on 19 August at Principality Stadium and England on 5 and 12 August at home and away, respectively.
