An unknown single-person was to have attacked 17 branch offices in several federal states since October, mainly in North Rhine-Westphalia. This was communicated by the Prosecutor's Office in Düsseldorf and the Kreissolizei in Neuss. 12 of the 17 accidents occurred in North Rhine-Westphalia, the others in Hesse, Saarland Wigsen, Rhineland-Palatinate and Lower Saxony.

In the case of the raids, the perpetrator usually wore a wig or other head cover, as well as frequently a large pair of glasses with a dark frame. The authorities gave the investigation commission the name "glasses".
