FSSAI Registration and Licensing Procedure

Food is the most important and basic requirement for surviving, therefore Government of India has established an authority which will frame guidelines and take all the measures required for improving the hygiene and quality of food. The Food Safety and Standards Authority of India is a food authority constituted by the Ministry of Health & Family Welfare for the purpose of implementing FSS Act in relation to Food Business activities.  The Food Safety and Security Act of 2006, sets standards for food products based on science and regulates their production, storage, distribution, sales, and imports to ensure they are safe for consumption.

FSSAI Registration

Purpose:

As, per the Act, it is necessary for all the operators of Food Business whether wholesalers, manufacturers, suppliers, traders, Re-packers, etc. to obtain FSSAI Registration before commencing their business. It is mainly for the petty food business operator.

Petty food business operator can be defined as any person or entity:

  • Any person who manufactures or sells any food article by himself or through any other petty retailer; hawker, itinerant vendor or temporary stall holder; or
  • distributes food in any religious or social gathering except a caterer; or
  • Other food businesses including a small scale or cottage or such other industries relating to food business having an annual turnover of not more than Rs. 12 Lakhs.

In case of manufacturers 

  1. The capacity of production of food does not exceed 100 kg/ltr per day or
  2. In case of dairy products, including milk chilling units equipped to handle or the process should be up to 500 liters per day.
  3. Slaughtering Capacity is 2 large animals or 10 small animals or 50 poultry birds per day or less.                      

Procedure for FSSAI Registration

  • Petty food business operators are required to obtain FSSAI registration also known as a basic license;
  • This registration can be obtained by submitting an application to food and Safety Department;
  • The application shall be submitted in Form A;
  • The application for registration can be accepted or it may be rejected by the Department;
  • The status of application either accepted or rejected must be intimated in writing by the Department within 7 days from the date of submission of the application;
  • The registration certificate granted by the Department after accepting the application shall contain the registration number and the photo of the applicant;
  • At the time of commencing the food business, it is mandatory for the Food Business Operator to display the certificate of registration at the place of business.
