The agency is clearly tricking the customer. When you threaten a customer that the issue would be escalated to collections, the customer will be scared and will pay whatever is demanded.

Maria showed them their price list and demanded how they could charge her 0. The company said that they would accept 0 for her.

But until she gets an invoice, Maria has decided not to pay the company. It is fair on her part as the customer to demand an invoice.
