Yes, I do agree that Melissa Drake appears to possess the qualities and characteristics of an effective project manager. The following are my reasons. First, Mellissa Drake has the technical know-how. She is an IT professional which means that she has a good educational foundation. Secondly, she is experienced in the job. The case records her as a person who has served in the position of the critical care nurse for a decade (10 years) (SunHealth, 338). This implies that she has adapted to the demands (pressure) of the work besides his academic proficiency, which tops up her capability to serve in the new position of project management. More so, she is famous to the people for her industriousness and productiveness. She is herein quoted as a well-respected person in the organization. That is enough evidence that people will be able and willing to serve under her directions with the ultimate ease. A leader should be a person of influence. From above, one can be almost sure that Melissa is the right person for the post since people already see her as a leader even though she is not yet. Finally, Melissa understands what the project is all about. There is no way that a person can be tasked with the responsibility of leading others if he/she does not understand the scope of the project. From the case, we learn that she can detail the project’s objectives, scope, and intended results (338).

Among other qualities admirable that a project manager should have to possess are inclusive of a wide range of non-technical skills. Such include leadership skills communicational, organizational, and team building skills (Stratton, 2014). 

To ensure the successful implementation of her project, Melissa should ensure that she has enough and skilled team workers, enough materials, and finances. Also, she needs to draft a blueprint that will guide through the achievement of the desired objectives. Apparently, she should train her workers to ensure they are loaded with enough knowledge of what her projects entail (Stratton, 2014).
