If the normal water meter numbers moved more than one number with in 15 minutes, contact a plumber as soon as possible.

If the water meter numbers improved at all, in which good chance that you have a water leak someplace or a problem with your water meter. Normal water leaks should be mended as soon as possible, because they can cause structural foundation damage, real wood framing damage and can even attract mildew and mold.
