Cabellas, bass pro shop, some other discount places. There are some relatively inexpensive reels out there. I would suggest buying inexpensive reel a good quality fly line and the best Rod that would then fit your budget. I am assuming this is for fresh water. If salt water then the reel price will go up and the quality of Rod will also have to improve as you will probably be casting a bit further and possibly heavier flies. A fair 5 or 6 weight is a good all round size Rod for general fly and nymph fishing

The answers of fly fishing gear are good but a couple of maxims that have been shared with me and proven to be good advice are:

If on a budget buy the cheapest rod you can with a long or lifetime warranty. Fly rods break very easily and it will happen to you.

For small stuff including panfish and most trout you really won’t need an expensive reel. On smaller rods the reel just holds the line. If you’re going to fish big fish and/or in the saltwater you need a good drag system. For most fish you won’t. Spend extra money on the line. A good line is easier to cast and mend.

eBay mostly. There is a lot of new and used gear there that can be found for real cheap but most of it will be crap or used high end gear that has gone through its paces and MIGHT work. Amazon is another choice you can have decent gear there for a decent prize especially if you just need a certain component but expect to spend a decent amount of money to get a whole outfit.
