There are different types of Spammy Links.

Directories: One of the easiest ways in getting traction in local SEO. It also help the users know more about the brand. Though it gives positivities, there could also be risks.

Since it's one of the easiest ways, builders tend to build in low-quality directories compared to building in high-quality directories with much more higher standards.

Blog Comments: One of the biggest link bbuilding techniques as it is tthe easiest and most effective strategy in the early to mid-2000s. However, a lot of webmasters and SEOs did this technique which became spammy.

Paid Links: Simply, links built through a monetary exchange. Ads, sponsored content or a simple review that contains links to the website of the builder's client is considered as paid links if there is an exchange of money for a built link.

Link Schemes: Known as link farms or private blog networks (PBNs). These links are connected to multiple websites and build links from websites that goes to a single, focus website.

Overall, there is no wrong in using these techniques in building links. What makes them spammy, however, is using them to their extend. Therefore, it is best to do it with moderation.
